So basically you would use this if you came across a location that didn’t do any type of acceptance testing and didn’t have any type of microprocessor relay installed. Typical NETA testing reveals polarity or miswired CT circuits.
The last time I dealt with a similar issue they had SEL relays installed. We were able to download the event recorder and see everything.
I can see where this may be handy on substations still using electromechanical or solid state relays. But you still need test switches which still seem to be a commodity. Most equipment near big government has been replaced or will be replaced in the near future.
